Connecticut to allow illegal immigrants to get driving license

MILFORD, Connecticut (Reuters) - Connecticut joined other U.S. states that allow illegal immigrants to get a driver's license, with the state Senate narrowly approving the measure on Thursday without a single Republican vote.

Democratic Governor Dannel Malloy said he would sign the bill, which passed the Senate by a 19-16 vote, after a highly divisive debate that lasted overnight.

"This bill is first and foremost about public safety. It's about knowing who is driving on our roads, and doing everything we can to make sure those drivers are safe and that they're operating registered, insured vehicles," Malloy said.

It was previously approved by the House, and no Republicans in either chamber voted in favor.

The new law, which will make 54,000 undocumented immigrants eligible for a driving license, takes effect on January 1, 2015. There are about 120,000 illegal immigrants in Connecticut.

Several other states, including Maryland, Illinois and Oregon, adopted similar legislation this year. Illegal immigrants are already licensed to drive in New Mexico, Washington and Utah.

Among the Republicans denouncing the bill was Senator Toni Boucher, ranking member of the Senate's Transportation Committee, who said a recent poll of Connecticut residents showed overwhelming opposition to the move.

"Convicted felons outside Connecticut can come here and have a driver's license within 90 days, and that is deeply disturbing to me," said Boucher, who made an impassioned plea against the bill on the Senate floor.

The bill's supporters argued it would ensure undocumented immigrants are given driving tests and the right to obtain car insurance. The measure could also provide additional state revenue from registration fees and car taxes, they said.

"This is an important public safety measure that ensures drivers on the road possess the necessary qualifications and insurance," said Senate Majority Leader Martin Looney.

"Reliable transportation is a necessity in modern life. The need to earn a living does not vanish just because a person does not have the appropriate immigration credentials. Most undocumented immigrants would like to operate vehicles within the law."

Sue, whose mum Norma (76) has been living with Alzheimer?s and vascular dementia for the past six years, said:

'As a family we have a deep understanding of the condition and a strong conviction that we should do what we can to help those who are affected by dementia.

'My mother has recently moved into a nursing home after being looked after by my dad and her condition has affected us all.'

Emma?s Grandmother also suffered with Alzheimer?s during the final years of her life.

Sue has previously supported the Alzheimer's Society by taking part in the 2011 Alzheimer's Society Memory Walk with her two sisters and brother; the whole family are keen supporters of the charity.

'Our family, particularly my sisters, have had a lot of support from the Alzheimer's Society so we want to do what we can to assist them in the fight against dementia.

'My brother spotted the Ben Nevis Midnight Challenge on the website and we thought it would be the ideal next step after the Memory Walk. We are not natural climbers, so this really will be a challenge for us!'

The Ben Nevis Midnight Challenge, which is taking place on the night of the 22 June, requires Sue, Nick, Jack and Emma to scale the 1,343ft mountain before dawn. Britain?s highest mountain is situated in the heart of the Nevis Range in the Western Highlands and Sue, Nick, Jack and Emma will experience the moonlight ascent before seeing the stunning vistas at sunrise.

The Before series has steadily gotten better as it goes along, which is more than any but the most optimistic among us dare to hope for from love.

Before Midnight is the fullest and richest and saddest of the three movies in the trilogy.

the actual give-and-take between the characters is uncomfortably emotionally accurate, which means it will make an excellent, if challenging, date movie for both new and old couples.

If I were only allowed to see one movie this year, I'd want it to be Before Midnight. If I were only allowed two trips to a theater this year, I'd see it twice.

It's a wildly uneven enterprise, overall.

If anything, the films have only gotten better by letting the relationship marinate. "Midnight's" more disgruntled edge reflects what creeps up on couples as years pass, regrets stack up, kids factor in, real life intervenes.

Ethan Hawke and Julie Delpy come off as if they were conjoined for the past nine years in the gloriously-acted, hypnotically-conversational conclusion to the Before Sunrise trilogy -- the year's first legit contender for awards season love.

The last 40 minutes consisting of acute, sharp, and biting dialogue reminiscent of 'Who's Afraid of Virginia Woolf' make sitting through the excruciating first hour worth it.

Brilliant, mature third chapter to heartfelt romantic saga.

Truth is beauty, and beauty truth, but they're not necessarily romantic nine years into a serious committed relationship with two kids in the backseat.

No matter how long the gap between movies has been or how completely the characters' lives have changed, when Jesse and Celine turn to each other and start one of their famously epic conversations, it feels like no time has passed at all.

A life-affirming, emotionally captivating and rewarding experience. It treats the audience like sophisticated, mature adults---a demographic that has been sorely neglected by Hollywood nowadays.

The combination of high-level performance and subtle construction, in a picture in which nothing blows up, is actually thrilling.

While not the most fun or sexiest film in this trilogy -- do you want to watch mom and dad fight for 30 minutes straight? -- it's easily the most necessary, and it's the logical extension of where this relationship story should and must go.

The actors have mastered these roles, and Linklater's observational style is so perfected that they could go on speaking for hours

You feel how much is at stake when they argue, how real the damage they inflict, and you can't shake it off. It's a spectacular movie.

Such is the power of the final scenes that the trio would be more than justified in launching a fourth film sometimes in the next five years or so.

Fireworks of authentic dialogue, emotion, and the madness of love reach a crescendo of palpable joie de vivre in "Before Midnight."

Clearwire to postpone vote on Sprint bid: sources

NEW YORK (Reuters) - Clearwire Corp is expected to postpone its shareholder vote on Sprint Nextel Corp's offer to buy the company after Dish Network Corp made a higher counterbid, two sources familiar with the situation said on Thursday.

Clearwire shareholders were due to vote on Friday on Sprint's offer to buy Clearwire for $3.40 a share, but will postpone the meeting after Dish Chairman Charlie Ergen made a bid of $4.40 late Wednesday, according to one source, who asked not to be named because of lack of authorization to comment.

Clearwire had said it could not act on a January offer from Dish for $3.30 per share as some conditions that came with the bid went against previous agreements Clearwire had with Sprint, its majority owner.

Since Dish removed some of the conditions in its new bid, the source said Ergen appeared to have "made a serious offer that is actionable" and that the board and its special committee will have to review the proposal carefully.

"This is a much improved offer from Dish, not just the dollar amount," said the source. "He's got himself in the game now."

Clearwire was expected to postpone Friday's vote, according to a second source.

Clearwire shares rose 21.5 percent, or 75 cents, to $4.23 on Thursday morning after Ergen announced his offer and started advertising a tender offer to Clearwire shareholders.

Any purchase of Clearwire would need approval from more than 50 percent of Clearwire's majority shareholders.

Before the latest Dish offer, many shareholders had said they were unhappy with Sprint's bid for Clearwire - even after it increased the price to $3.40 per share from $2.97 per share.

"This seriously complicates Sprint's bid for Clearwire," New Street analyst Jonathan Chaplin said in a research note, adding that the offer was good news for Clearwire's minority owners.

But Chaplin also noted complications for Dish, One problem for Dish and other potential Clearwire investors is that Clearwire would need approval from Sprint in order to sell the company or accept a new investor.

Dish is also competing against SoftBank Corp to buy Sprint itself. Dish has not said how the latest offer for Clearwire affects its bid for Sprint if at all

SoftBank gained clearance to go ahead with its Sprint offer earlier this week from a key U.S. government committee but needs more approvals, including a Sprint shareholder vote.

Man due in London court over killing of British soldier

LONDON (Reuters) - A man will appear in a London court on Thursday charged with the murder of a British soldier on a London street in broad daylight last week, police said.

Police charged 22-year-old Michael Adebowale late on Wednesday evening with the murder of Drummer Lee Rigby, a 25-year-old serving soldier.

Adebowale was charged shortly after leaving hospital, where he had spent the last week after being shot by police.

Rigby, a 25-year-old veteran of the Afghan war, was killed in broad daylight by two men.

Adebowale was arrested at the scene of the attack after being shot and detained by police. He was also charged with possession of a firearm.

He has been held in custody and will appear at Westminster Magistrates' Court on Thursday morning.

A second man, Michael Adebolajo, remains under arrest and in a stable condition in hospital.

Duke celebrates 2nd NCAA lacrosse title

Duke celebrated its latest national championship in lacrosse like it had already won one before.

Which makes sense, because some of the Blue Devils already had.

So after Duke beat Syracuse to win its second NCAA title in four years, coach John Danowski had his players remove their championship caps and T-shirts, tone down the party and shake the Orange players' hands with grace and humility.

Danowski said Tuesday that "it just never made sense to me to put on a T-shirt that said, 'We beat you'" because "it doesn't seem to be sportsmanlike."

These Blue Devils let their results on the field speak for themselves.

Duke is the only program in Division I to reach each of the last seven Final Fours.

The Blue Devils have made it that far every year since Danowski took over the program in the summer of 2006, and the high point in that run came in 2010 when they won their first national title.

And during the past four years, the freshmen on that team developed into the seniors who delivered a second championship ? a 16-10 victory over the Orange after they fell behind 5-0 and appeared headed for their second title-game loss under Danowski.

The win made Danowski the fifth active coach in Division I with multiple national titles.

"I think it proves to everybody that what we do here is right," junior attacker Josh Dionne said. "What coach Danowski preaches to us, the discipline, he makes us mature very quickly. The greatness that he demands of us, that's a bar set so high."

Few expected a second title early in the season, when the Blue Devils lost four of their first six games ? including a 16-7 loss to Maryland that came a day after Danowski threw the team off the practice field because the players were lacking energy and sharpness.

"That was the last time that looked like that the day before a game," Danowski said. "One of the lessons that this team had to learn."

By season's end, Duke hardly resembled the team that stumbled out of the gate. The Blue Devils won 14 of their final 15 games, with the only loss coming to rival North Carolina in the ACC championship game.

Duke won its first three NCAA tournament games by a combined four goals, then came up with a timely rally to beat the Orange on Monday and claim another championship trophy.

This one came with a more mellow celebration, after Danowski's request to his team was unknowingly captured by television cameras.

"It just shows everyone who's watching what kind of person coach Danowski is," Dionne said. "It just shows that he is a winner. He knows the values and he's been there and lost so many times that he knows how the other coach feels."

It also marked the latest step forward from the infamous, since-debunked rape case that was brought in 2006 against three players and led to Danowski being hired that summer to replace former coach Mike Pressler.

"I can't help but think we've come full circle here in some ways," Danowski said. "Never in my wildest dreams did I think we'd be sitting here. You don't think in terms of wins and losses and championships and sitting here next to the trophy."

Agreed. It is also nice to see that the local ACC schools - both men and women - are doing well in what has traditionally been a "northern school" sport.

I would like to say, however, being at a local minor league baseball game in person is much more fun than watching on TV. The Durham Bulls put on a great show. Take the family and check them out.

Rahm, ASU take lead at NCAA championship

MILTON, Ga. -- Jon Rahm shot a 61 to help Arizona State take a four-stroke lead after the first round of the NCAA men's golf championship on Tuesday.

Rahm, who was one-stroke off the NCAA championship record, said he has never putted better.

"This is really similar to a couple of the European courses that I love," he said after carding 10 birdies and a bogey. "I love the grass, I love the way it is set up."

Duke's Michael Schnacher shot a 60 in 2007.

The Sun Devils finished at 10-under par 270 on the Capital City Club's 7,319-yard, par 70 Crabapple course.

Georgia Tech (274) was second, followed by Alabama (275), Illinois and California (277).

Rahm, the Pac-12 Freshman of the Year from Spain, was four strokes up on Oklahoma's Abraham Ancer (65) and five on Cal's Brandon Hagy (66).

And for his great effort, Arizona State golf coach Tim Mickelson allowed his players to choose the post-round movie. The choice? "Fast & Furious 6"

"Coach wanted to see, `42,' but I've already seen it, and I love (the Fast & Furious movies)," Rahm said. "I have all five of them on my laptop."

After three days of stroke play, the individual champion will be crowned and the eight lowest-scoring teams will advance to a match play tournament to decide the national team champion.

Top-ranked Cal started slowly, but rallied on the way in, and the Bears remain the overwhelming favorite to win.

"There's absolutely a bulls-eye," said Hagy, who birdied three of his final four holes. "We've won 11 of 13 tournaments, and everyone wants to beat us. If there had been discussion about who was the No. 1 team, it takes a little bit of the bulls-eye off of you, but we're definitely the No. 1 team. All 29 teams want to take a crack at us."

That includes Alabama, which lost to Texas in the championship last spring, and Georgia Tech.

The Yellow Jackets failed last season to qualify for nationals for just the second time in 24 seasons. There was a big sigh of relief when Georgia Tech qualified out of a tough Tallahasee regional 10 days earlier.

That combined with the Yellow Jackets' familiarity with Crabapple, where they tied Cal for the PING/Golfweek Preview title last fall, served them well Tuesday even though Georgia Tech does not have a golfer with previous NCAA championship experience.

By contrast, this is the fourth NCAA championship tournament for Cal's Max Homa, the third for Hagy and Michael Weaver, and the second for No. 1-ranked Michael Kim and Joel Stalter.

"I think there had to be some form of comfort knowing what was out here waiting today because we've played here so much," Georgia Tech coach Bruce Heppler said. "I think if we'd rolled in here and we had had maybe Cal's year and we're No. 1 and you've got to win at home and all that stuff, it would be a bigger deal.

"But there's nobody picking us. There's no expectations on these guys externally that I don't think they're OK with. I think theirs are probably larger than anybody else's."

Mickelson doesn't seem to mind the idea of playing the underdog card.

The Sun Devils were the fifth and final team to qualify out the Tempe, Ariz., regional. The younger brother of PGA star Phil Mickelson likes his team's chances to advance, however, with Rahm on the roster.

"This is a course that suits him well because he hits it extremely long and extremely straight, and he's a hell of a putter," the ASU coach said. "He's extremely confident . . . one time out of 10 that will get him in trouble, but the other nine he plays shots that I can't even see, like my brother.

"We kind of have a chip on our shoulder because . . . some people were kind of saying that we only made it because we hosted our regional. So we came in with the attitude of not only are we going to prove them wrong, but we're going to fly under the radar. It might be a little tough to fly under the radar now."

Australian troops warned of copy-cat British attack


Australia's defence chief on Tuesday warned military personnel to avoid known trouble spots and be extra vigilant to the possibility of copy-cat attacks after the grisly murder of a soldier in London.

General David Hurley wrote to all forces ordering them to adopt enhanced security, including what they reveal about themselves on social media, following the brutal killing on a busy street of Lee Rigby by two Islamists.

His death was followed by the stabbing of a solider in France in a busy underground shopping and transport hub, although authorities have not yet established a link between the two cases.

"I need you to be alert, not alarmed," Hurley said in the letter.

"Although there is no evidence of similar threats to Australian Defence Force or defence personnel, there is the possibility of further copy-cat attacks."

He demanded that all defence personnel exercise "enhanced personnel security awareness and vigilance, particularly when off base and in uniform".

"You should exercise sensible security precautions, such as avoiding known or likely trouble spots, and take extra care in what you reveal about yourself and your planned activities in social media."

The Sydney Daily Telegraph reported that troops were separately warned to avoid firebrand Sydney jihadist Milad bin Ahmad-Shah al-Ahmadzai, who has allegedly posted hateful material against the defence forces in the past.

Al-Ahmadzai, 23, was arrested by counter terrorism officers on Monday and charged with making threats against a Commonwealth public official. He was denied bail Tuesday.

Hurley's warning came as British police arrested a 10th person in connection with Rigby's murder near a barracks in Woolwich last week.

This includes the two prime suspects, Michael Adebolajo, 28, and Michael Adebowale, 22, who remain under armed guard in separate London hospitals after being shot by police at the murder scene.

The attack by two men spouting Islamist rhetoric has fuelled community tensions in Britain, with several mosques attacked in recent days and a charity reporting a surge in anti-Muslim incidents.

Theorists report novel ways to calculate failure probability at CLEO: 2013

Quantum communication systems offer the promise of virtually unbreakable encryption. Unlike classical encryption, which is used to send secure data over networks today and whose security depends on the difficulty of solving mathematical problems like the factoring of large numbers, most quantum encryption schemes keep the encryption key separate from the data. This approach ensures that an eavesdropper with access only to the data could not decipher the key. However, researchers have recently demonstrated that even quantum encryption may be susceptible to hacking.

In a presentation next month at the Conference on Lasers and Electro-Optics (CLEO: 2013) in San Jose, Calif., Renato Renner of the Institute for Theoretical Physics in Zurich will discuss how he and his team of theoretical physicists are working on new ways to calculate the failure probability of certain quantum encryption schemes. The numbers would allow users to estimate how likely it would be that an adversary could read their secret messagesinformation that is critical for ensuring the overall security of quantum communications.

Quantum key distribution (QKD) is a kind of quantum encryption in which a secret password is shared between two distant parties (usually named Alice and Bob in thought experiments). The secret password, or key, is distributed as bits of quantum data, so that if an eavesdropper (usually named Eve) tries to intercept the message, the bits will be disturbed and Alice and Bob will know the transmission has been compromised. If the key is not disturbed, it can be used to encode messages that are sent over an insecure channel.

"The security of Quantum Key Distribution systems is never absolute," says Renner. He notes that the security of QKD systems depends on three assumptions: the initial secrecy of the password, the correctness and completeness of quantum theory, and the reliability of the devices in the quantum communication system.

Recent work by other research groups has illustrated how real-world devices that are not 100 percent reliable can leave weaknesses in quantum communication schemes that may be exploited by a clever hacker. For example, the photon detectors used in QKD should click with a certain probability whenever a photon is detected, but in practice the devices can be "blinded" by a strong light pulse and not click. "In fact, an adversary may use strong light pulses to 'remotely control' the detector," says Renner.

Since such bright light hacking techniques were first demonstrated in 2010, physicists have been keen to find ways to calculate the security of quantum encryption schemes without making assumptions about the reliability of the devices. The quest has generated a lot of interest in a field called device-independent cryptography.

"In device-independent cryptography, the proof of security is based solely on directly observable correlations between sender and receiver, and it does not matter how these correlations have been established," says Renner. "Even if the detectors were blinded, for instance, as long as they produce the right correlations, a secret key can be extracted from them." This differs from the traditional approach to calculating quantum encryption security, which is only valid in the nearly impossible case of the devices working exactly according to theoretical specifications.

Renner and others are working on theory-based calculations that establish the device-independent security of certain QKD systems. "With modern proof techniques, it is now possible to quantify their security in terms of a 'failure probability,'" says Renner. Theorists report novel ways to calculate failure probability at CLEO: 2013

Quantum communication systems offer the promise of virtually unbreakable encryption. Unlike classical encryption, which is used to send secure data over networks today and whose security depends on the difficulty of solving mathematical problems like the factoring of large numbers, most quantum encryption schemes keep the encryption key separate from the data. This approach ensures that an eavesdropper with access only to the data could not decipher the key. However, researchers have recently demonstrated that even quantum encryption may be susceptible to hacking.

In a presentation next month at the Conference on Lasers and Electro-Optics (CLEO: 2013) in San Jose, Calif., Renato Renner of the Institute for Theoretical Physics in Zurich will discuss how he and his team of theoretical physicists are working on new ways to calculate the failure probability of certain quantum encryption schemes. The numbers would allow users to estimate how likely it would be that an adversary could read their secret messagesinformation that is critical for ensuring the overall security of quantum communications.

Quantum key distribution (QKD) is a kind of quantum encryption in which a secret password is shared between two distant parties (usually named Alice and Bob in thought experiments). The secret password, or key, is distributed as bits of quantum data, so that if an eavesdropper (usually named Eve) tries to intercept the message, the bits will be disturbed and Alice and Bob will know the transmission has been compromised. If the key is not disturbed, it can be used to encode messages that are sent over an insecure channel.

"The security of Quantum Key Distribution systems is never absolute," says Renner. He notes that the security of QKD systems depends on three assumptions: the initial secrecy of the password, the correctness and completeness of quantum theory, and the reliability of the devices in the quantum communication system.

Recent work by other research groups has illustrated how real-world devices that are not 100 percent reliable can leave weaknesses in quantum communication schemes that may be exploited by a clever hacker. For example, the photon detectors used in QKD should click with a certain probability whenever a photon is detected, but in practice the devices can be "blinded" by a strong light pulse and not click. "In fact, an adversary may use strong light pulses to 'remotely control' the detector," says Renner.

Since such bright light hacking techniques were first demonstrated in 2010, physicists have been keen to find ways to calculate the security of quantum encryption schemes without making assumptions about the reliability of the devices. The quest has generated a lot of interest in a field called device-independent cryptography.

"In device-independent cryptography, the proof of security is based solely on directly observable correlations between sender and receiver, and it does not matter how these correlations have been established," says Renner. "Even if the detectors were blinded, for instance, as long as they produce the right correlations, a secret key can be extracted from them." This differs from the traditional approach to calculating quantum encryption security, which is only valid in the nearly impossible case of the devices working exactly according to theoretical specifications.

Renner and others are working on theory-based calculations that establish the device-independent security of certain QKD systems. "With modern proof techniques, it is now possible to quantify their security in terms of a 'failure probability,'" says Renner. "Specifically, it is possible to make claims such as 'the probability that this particular QKD system can be broken is at most 10-20,'" a vanishingly small number.

1. Barbecue is simple, don't over-think it. You really don't need a fancy grill or expensive tools to be a pitmaster. Barbecue is the modern-day equivalent of roasting meat over a fire in the woods. Actually, it still is just meat roasted over a fire ? except the woods are backyard lawns, and there are no wolves or bears.?

2. Marinate meat if you want people to like you. Marinades add layers of flavor ? meat speaks for itself, but the downfall of the average backyard grill master is the quality of the meat. Different marinades also enable variations in recipes with the same cut of meat.

3. Pork belly is bacon that hasn't been sliced yet. Let's all stay calm when we consider this. Don't do anything stupid. Walk to your cars, try to keep your hands from shaking, and keep your eyes on the road when you go buy some.

4. Vegetarians can be great grill masters, too.?It is sometimes implied or just explicitly stated that meat is the greatest and only answer to a backyard barbecue. Don't listen to people who say that. After all, meat wouldn't exist without vegetables.?

5. Don't be afraid to experiment. Did you know you can grill a pizza? Did you know you can cook a cake or a pie on a grill? Did you know that eating a slice of pie that was cooked on a grill will automatically make you weep tears of joy? Someone out there put those things on a grill once. That someone deserves the medal of freedom and a statue (that also doubles as a grill).

6. Coleslaw and cornbread are the only sides you'll need. Keep it simple, remember? Coleslaw ? cold and creamy ? has been spicy barbecue's most important accompaniment since man started cooking with fire. And cornbread is the perfect solution to sop up the sauce left on your plate.

7. The end-all recipe for barbecue sauce is now yours. "I have heard people eating barbecue at festivals say that 'the sauce makes the barbe?cue,'" writes Mixon. "It's?not true. The smoke makes the barbecue. The sauce is a finisher. It's what you put on your meat?after it cooks to enhance its appeal. It can add a great punch, but I've had plenty of delicious?barbecued meat with no sauce at all. I've been around barbe?cue sauces of different stripes?all of my life. My family's sauce recipe, which my par?ents were just beginning to market?when my father suddenly passed away, is what got me into cooking competitive barbecue in?the first place. We have always preferred a hickory?-style sauce, meant to closely evoke and complement the flavor of hickory? smoked meats. It's world famous and a secret recipe, so the?only way you'll taste the original is to order it from me, but if you insist on not giving me your business, here's a reasonable approximation that is still delicious."

The only barbecue sauce you'll ever need

?Makes about 3 cups

2 tablespoons onion powder

2 tablespoons garlic powder

Two 6-?ounce cans tomato paste

2 tablespoons paprika

2/3 cup cider vinegar

2 tablespoons Worcestershire sauce

1/4 cup packed dark brown sugar

2 tablespoons honey

2 tablespoons maple syrup

2 tablespoons kosher salt

2 tablespoons freshly ground black pepper

1. Combine all of the ingredients in a blender and pulse a couple of times to thoroughly combine.?

2. Pour the mixture into a medium saucepan and place over medium heat. Stir continuously until the sauce is heated through, but do not allow it to come to a boil.

3. Remove the pan from the?heat. Use the sauce immediately as you like, or, if reserving for a later use, allow the mixture?to cool, then pour it into a large bottle or container and store, tightly covered and refrigerated,?for up to 1 year.

Romao, Jabour, Flores and Aranburu triumphant in Round 3 of Quiksilver Saquarema Prime

Brazil?s Simao Romao, Hawaii?s Kiron Jabour, France?s Jeremy Flores and Basque Country?s Aritz Aranburu claimed success in their respective Round 3 (no-elimination Round of 24) heats of the Association of Surfing Professionals (ASP) 2013 Quiksilver Saquarema Prime, which continued at Itauna beach in Rio de Janeiro, Brazil, on Friday, May 24, 2013.

The four surfers advanced through into the fifth round (Round of 16) following their Round 3 success.

After surviving the challenging conditions on the first and second day of competition, the surfers were given a bit a bit of a breather by nature, as high-performance four-to-six foot waves graced the main event site on the latest day.

The battle for a direct spot in the fifth round without having to go through the relegation round (Round 4) continued between the surfing talent from around the globe.

Romao found himself pitted against Peru?s Gabriel Villaran and Brazil?s Gabriel Medina in the fifth heat.

Despite Medina being considered the favourite to walk away victorious, it turned out to be the other Brazilian who managed to clinch the win.

Romao looked impressive from the moment he paddled into the sea and locked his first wave. Scoring a couple of points in the seven-point range off his best waves, he finished with a heat-total of 14.93 points.

With Villaran and Medina finishing with a heat-total of 9.53 and 9.10 points respectively, Romao ended up earning a convincing win to advance straight to the fifth round.

The sixth heat saw Jabour take on his compatriot Sebastian Zietz and Ireland?s Glenn Hall in a three-man battle for the Round 5 spot.

The Hawaiian surfer earned a 7.70 off his first business-wave and went on to back it up with a 6.50-point ride, thus registering a heat-total of 14.20 points. The score remained unbeatable until the end to seal the fate of the heat in his favour.

Hall finished with a heat-total of 12.40 points, while Zietz finished third after registering a two-wave total of 11.07 points. Both the surfers were consequently relegated to the fourth round (Round of 24).

Flores, currently in contention for ASP World Championship Title, put on the performance of the day as he took on his fellow countryperson Joan Duru and South Africa?s Dale Staples in the seventh heat.

The French surfer earned a near-perfect 9.80 off his first business-wave and backed it up with an 8.50-point ride, thus finishing with an impressive heat-total of 18.30 points.

?The conditions have completely changed since yesterday,? commented Flores. ?I?m happy to be doing well in the last couple of contests and I feel confident for the next heats.?

Duru and Staples were forced to take a trip to the relegation round after finishing with a heat-total of 14.00 and 11.37 points respectively.

The final heat of Round 3 was won by Aranburu, as he put on an impressive performance to eventually finish with a heat-total of 14.76 points, thus sending America?s Damien Hobgood and France?s Marc Lacomare, who finishing with a two-wave total of 11.27 and 10.80 points respectively, into the relegation round.

Sen. Rand Paul (R-Ky.) has introduced legislation that seeks to extend Fourth Amendment protection to electronic communications, which if successful would be a major move to protect online privacy.

This comes after it was revealed that both?the IRS?and?the FBI claimed?they did not need a warrant to spy on the electronic communications of Americans.

However, some might be skeptical given?Paul?s much-criticized apparent flip-flop on the drone issue.

Nonetheless, Paul has made some much needed statements about the lack of protection given to the private electronic communications of the American people.

?In today?s high-tech world, we must ensure that all forms of communication are protected,? Paul said in a?press release. ?Yet government has eroded protecting the Fourth Amendment over the past few decades, especially when applied to electronic communications and third party providers.?

The Fourth Amendment is supposed to protect the American people from unreasonable search and seizure, though?that has been undermined quite a bit.

The Fourth Amendment usually requires warrants to be issued based on probable cause, but?that too has been increasingly eroded?under the?guise of fighting terrorism.

?Congress has passed a variety of laws that decimate our Fourth Amendment protections,? Paul said. ?In effect, it means that Americans can only count on Fourth Amendment protections if they don?t use email, cellphones, the Internet, credit cards, libraries, banks or other forms of modern finance and communications.?

Paul?s legislation, the Fourth Amendment Preservation and Protection Act, or?S. 1037, would require law enforcement to obtain warrants when seeking access to personal data online including emails, chat logs, online banking records and more.

?Basic constitutional rights should not be invalidated by carrying out basic, day-to-day functions in a technologically advanced world, and this bill will provide much needed clarity and reassert Fourth Amendment protections for records held by third parties,? he said.

As WebProNews?points out, Paul?s legislation was introduced only a month after the?Electronic Communications Privacy Act Amendments Act of 2013, introduced Sen. Patrick Leahy (D-Vt.), was approved by the Senate Judiciary Committee.

?Unlike Leahy?s bill, however, Paul?s bill would ensure all online data held by third parties is protected by the Fourth Amendment,? according to Zach Walton of WebProNews.

This type of reform seems to be gaining steam, with Attorney General Eric Holder even supporting an update of the Electronic Communications Privacy Act, as the Electronic Frontier Foundation?noted on Thursday.

On Wednesday, Paul also?introduced?the Preserving Freedom from Unwarranted Surveillance Act of 2013, a bill that aims to ?protect an individual?s right to privacy against unwarranted governmental intrusion through the use of unmanned aerial vehicles, commonly known as drones.?

Such legislation?seems to be increasingly palatable in Washington, at least to a degree, and has?gained traction?in?state legislatures around the nation.

It will be interesting to see how these bills fare in a climate that?remains hostile to limiting government power.

Thornton High School On Lockdown After Report Of Nearby Gunman

Thornton High School has been placed on lockdown after a gunman was reportedly near the school, according to KDVR.

UPDATE (2:21 P.M.): 7News reports that Thornton High School is back open, students are no longer being evacuated:

"A lot of parents are calling the police department, wanting to get an update on the situation," Thornton Police Department spokesman Matt Barnes said to 7News. "They're concerned about their students, just as we were when we got this report and that?s why responded in the way we do in today's world."

Nearby Bollman Technical Education Center has also been evacuated. Thornton Elementary and Middle schools as well as Coronado Hills Elementary School, McElwain Elementary School, International School at Thornton Middle School are on lockout, 9News reports.

THORNTON, Colo. (AP) -- All students at a Denver-area high school are safe after a report that a man with a rifle was seen near campus, police said Friday.

"We've pretty much searched the building," Thornton Police spokesman Matt Barnes said outside Thornton High School in the northern Denver suburbs. "We've not located anything."

Barnes said a second search was planned.

No injuries were reported and there were no reports of gunfire.

Students left the school in single file, holding hands and led by police. They boarded school buses, and an officer was posted in each bus.

Authorities took the students to a nearby bus park-and-ride lot and told parents to meet their children there.

The school has 2,000 students and 130 staff members. Friday was the last day of classes before summer vacation.

"I'm freaking out," said Michelle Copeland, who was outside the school awaiting word on her 16-year-old son, Timothy Romero, a sophomore. "My knees are shaking. What if it's an automatic gun? Any gun, it doesn't matter."

She said Timothy texted her from gym class saying the school was on lockdown and heavily armed police were inside.

Amy Irsik said she sped to the school, crying all the way, after her 17-year-old son David sent her a text saying the school was on lockdown after the report of an armed man. "I love you," the text ended.

Thornton High student Ezequiel Cordova said he left the building at the order of police as an automated message came over the public address system announcing a security problem.

Niejha Andersen, 14, said her 16-year-old sister Toni texted her from inside the school shortly before noon that she was hiding under her desk. Toni is a junior at the school while Niejha is home-schooled.

Police cars surrounded the school and armed officers were visible.

The incident rattled Thornton, a city of 122,000 just 20 miles north of Columbine High School in the southwest Denver suburbs. Law enforcement was criticized for not moving quickly enough after the 1999 attack there in which two teenagers killed 12 students and a teacher before killing themselves.

After Columbine, police across the country developed tactics that call for responding officers to aggressively rush into schools or other scenes to stop any suspected gunman.

Ugandan leader removes army chief named in succession plot claim

KAMPALA (Reuters) - Uganda's President Yoweri Museveni has removed his head of the military Aronda Nyakairima, and moved him to a civilian position as the minister for internal affairs, a statement from the military said on Friday.

Nyakairima was one of those named in a letter published in the independent newspaper The Daily Monitor in early May about a purported plot to stifle allegations Museveni is grooming his son for power by assassinating certain people.

The private letter by General David Sejusa, the head of internal security and long regarded as close to Museveni, called for an investigation into allegations of a plot "to assassinate people opposed to Museveni's succession plan".

It said Nyakairima, who has been military chief since 2003, was a possible target in the alleged plot.

Speculation is growing that Museveni, in office since 1986 and one of Africa's longest serving leaders, is lining up his son Kainerugaba Muhoozi to take power at the end of his term in 2016, a move that would likely test loyalties in Uganda's ruling elite.

Authorities in the east African country closed four media organisations on Monday over the letter, including The Daily Monitor.

The paper, Uganda's most widely read, secured a court order on Thursday requiring the police to leave its premises, but a police spokesperson told Reuters they would not be leaving.

Nyakairima would be replaced by Katumba Wamala, the military said.

"Looks like the more 'political' senior military figures are being eased out of the mainstream military," said Angelo Izama, a Ugandan analyst at the America-based think tank, Open Society Foundation.

After ruling for 27 years, Museveni's reluctance to cede power has rankled critics.

The police say the closure of the media organisations is aimed at enabling them to search for documents related to the alleged assassination plot and that they would not leave until they obtain those papers.

Rights activists and western governments have denounced the media crackdown, saying it impedes democracy and erodes media freedoms.

"We're looking at this not as an isolated incident but as part of Museveni's grand scheme to demolish democracy in Uganda," said Livingstone Sewanyana, executive director of Foundation for Human Rights Initiative, a local rights body.

In statements this week the EU delegation in Uganda and the United States Embassy said they were "deeply concerned" and that the closure of media organisations was having a "chilling effect on the freedoms of expression and speech."

Ohio rape investigation grand jury resumes work

COLUMBUS, Ohio (AP) ? An eastern Ohio grand jury examining whether other laws were broken in the case of a 16-year-old girl raped by two high school football players prepared to resume work Thursday after a three-week break.

One of the key issues before the panel in Steubenville is whether adults like coaches or school administrators knew of the rape allegation but failed to report it as required by Ohio law.

The panel met once, for three days, before adjourning earlier this month to allow investigators more time to collect evidence and conduct witness interviews.

Attorney General Mike DeWine, whose office is investigating the case, has said nothing is off the table for the grand jury. He announced its creation on March 17, the day a judge convicted the two players of raping the West Virginia girl in separate incidents after an alcohol-fueled party last summer.

The rape case has long been marked by allegations that more football players should have been charged and that police and prosecutors tried to cover up aspects of the case early on. Authorities counter that the two teens were arrested and charged within days of the attack.

Hacker activists helped propel coverage of the case and press allegations of a cover-up, including their reposting of a 12-minute Internet video made within hours of the attacks in which Michael Nodianos, a former Steubenville student, jokes about the victim and the attacks. The National Organization of Women has called on DeWine to charge Nodianos with failure to report a crime, while Nodianos' attorney says he had no firsthand knowledge of the attacks.

The owners of the house where that video was made are among those who have been interviewed by investigators.

Three teen witnesses of the attacks, including a student who later filmed the 12-minute video of Nodianos with his phone, were granted immunity from prosecution by special judge Thomas Lipps to allow them to testify against the two players.

Ma'Lik Richmond, 16, was convicted of rape and sentenced to a year in the juvenile prison system. Trent Mays, 17, was convicted of rape and of using his phone to take a picture of the girl naked and sentenced to two years in juvenile detention.

Text messages introduced at trial suggested Steubenville's head football coach, Reno Saccoccia, may have known about the rape allegation early on. The school district has said he won't be made available for comment until after the grand jury has finished its work.

Truck crash may have caused Washington state bridge collapse

OLYMPIA, Washington (Reuters) - A truck crashed into a four-lane freeway bridge in Washington state Thursday evening and may have caused it to collapse, sending vehicles and drivers tumbling into a frigid river, officials said.

A U.S. National Transportation Safety Board investigation into what led part of the Interstate 5 bridge to fall into the Skagit River 55 miles north of Seattle was expected to continue on Friday.

Three people were rescued from the river and no one died, officials said. Two of those rescued were hospitalized with hypothermia.

The freeway is a principal corridor for vehicles between Seattle and Vancouver, Canada. Washington state Governor Jay Inslee said he expected major traffic delays in the region.

State Patrol Chief John Batiste said a semi-trailer truck heading southbound struck the bridge just before part of it collapsed. The bridge has metal overhead beams.

"The size of the load he was carrying appeared to create a problem, causing him to strike the bridge," Batiste said. He said investigators were talking to the driver and inspecting the truck.

State Secretary of Transportation Lynn Peterson told reporters the bridge was built in 1955. It was not among the more than 150 spans the state Department of Transportation listed as "structurally deficient" in 2011.

In August 2007, a bridge fell into the Mississippi River in Minnesota, resulting in the deaths of 13 people and raising concerns about faulty infrastructure in the United States.

Local television images showed onlookers gathered on the bank of the Skagit River, watching the rescue attempts under the fallen bridge section.

"The currents of the river are really rough. It's cold," Barbara Williams, who lives nearby, told Seattle station KOMO-TV.

State lawmakers are debating a proposed $8.4 billion transportation funding package that Inslee has championed, along with fellow Democrats. A key point of contention has been whether to pay for a new Interstate 5 bridge over the Columbia River connecting Vancouver, Washington, and Portland, Oregon.

Bank of Canada's Carney says Europe needs big reforms

MONTREAL (Reuters) - Europe could face a decade of stagnation unless it makes big reforms and it should heed the lessons of Japan, Bank of Canada Governor Mark Carney said on Tuesday as he highlighted Japan's bold moves to bolster growth.

In his final speech as Canadian central bank chief before he takes over as governor of the Bank of England on July 1, Carney said Europe's recessionary economy is being held back by fiscal austerity, low confidence and tight credit conditions.

"Deep challenges persist in its financial system. Without sustained and significant reforms, a decade of stagnation threatens," Carney said in the speech, given in Montreal.

"Europe can draw lessons from Japan on the dangers of half measures," he said, adding that the success or failure Japan's massive monetary stimulus - which he termed a "bold policy experiment" - will affect the outlook for the world economy in coming years.

Carney is also the chairman of the Financial Stability Board, the Group of 20 leading economies' task force on financial regulation.

A euro zone banking union is one of the major reforms Carney mentioned as a necessary step towards economic health in the region.

He made no specific reference to the British economy or the Bank of England. But in a news conference following his speech, he downplayed the influence he will have as an individual on policy decisions in his new job.

On Canadian monetary policy, he said little as he prepares to hand over the reins to his successor at the Bank of Canada, Stephen Poloz, currently the head of Canada's export credit agency.

Markets are keen to know whether Poloz will maintain the rate-hike bias the central bank has had for the past year even though growth has disappointed and there are signs excessive borrowing by Canadians is becoming less of a concern.

Carney made it clear there was no rush to raise rates from the current 1 percent.

"There is considerable monetary policy stimulus that's being provided every day to this economy, and it is appropriate and necessary," Carney told reporters.

The central bank is well aware that the economy faces "major headwinds" from abroad, poor export performance and a strong Canadian dollar, he said, and is calibrating policy accordingly.

Analysts surveyed by Reuters in early April expected a rate hike in the third quarter of 2014.

Carney said the central bank's rate-hike bias was, in part, to complement the efforts of the government and the bank regulator to curb record-high household debt, which he said had been moving in the right direction.

"It's an evolution. It's not finished," he said.

While much of Carney's speech focused on the Canadian economy's relatively successful performance in the financial crisis and its aftermath, he warned that the country can no longer rely on consumer borrowing to fuel growth.

Instead, it should turn to business investment and exports, though these are expected to remain relatively weak in the short term.
