Shortages grip Libyan capital as rebels hunt Gaddafi (Reuters)

TRIPOLI (Reuters) ? Tripoli struggled with collapsing water and power supplies on Saturday as rebels now in control of most of the Libyan capital battled for a city still held by Muammar Gaddafi's forces.

Sporadic bursts of gunfire echoed around Tripoli, but the street fighting of recent days, much of it in the traditionally pro-Gaddafi Abu Salim neighborhood, seemed to have died away.

The rebel National Transitional Council (NTC) is trying to assert its authority and restore order in Tripoli but its top officials have yet to move there from Benghazi in the east.

The coastal highway to Tripoli is cut by pro-Gaddafi forces holding Sirte, the deposed leader's birthplace, 450 km (300 miles) east of the capital. They are defying rebels who had hoped Sirte would surrender swiftly after the fall of Tripoli.

Gaddafi's own whereabouts remain unknown -- rebels hunting him say the war will not end until the 69-year-old colonel who kept Libya in his grip for 42 years is captured or killed.

A convoy of six Mercedes cars crossed from Libya into Algeria on Friday, Egypt's state MENA news agency reported, quoting a rebel source. It was impossible to verify the report, but MENA quoted the source as speculating senior Libyan officials or Gaddafi himself and his sons may have fled Libya.

The NTC and the Western powers that backed rebel forces with a five-month bombing campaign are acutely aware of the need to prevent Libya collapsing into the kind of chaos that plagued Iraq for years after the U.S.-led invasion of 2003.

Life remains far from normal in Tripoli, whose two million people are grappling with a breakdown in basic services, even as many of them celebrate the overthrow of a hated leader.

"There are widespread shortages of fuel, food and medical supplies, particularly in the Nafusa Mountains and Tripoli," U.N. Secretary-General Ban Ki-moon said in New York, citing reports the water supply to Tripoli and its environs may be in danger, putting three million people or more at risk.

Britain promised to channel urgent humanitarian support to the International Committee of the Red Cross to help it treat up to 5,000 war-wounded, provide food for nearly 690,000 people forced to flee their homes and reunite divided families.

The shortages in Tripoli have worsened, even though NTC chairman Mustafa Abdel Jalil said on Thursday his forces had discovered huge stockpiles of food and medicine in the capital that would eliminate any shortfalls.

MOUNTAINS OF RUBBISH

Stinking garbage was piled high in the streets. In some districts, people set it on fire to stave off disease.

Electricity supplies were sporadic and running water was scarce. Residents carried empty containers to mosques, which often have wells in their courtyards, hoping to fill up. Outside one mosque, a sign read: "No water left."

In Abu Salim, bullet casings, some from large-caliber weapons, littered a square. About 50 charred cars dotted the neighborhood, some tipped over with their doors hanging open.

Dozens of decomposing bodies still lay in and around Abu Salim's main hospital, abandoned by medical staff during the fighting. Rebels at a nearby checkpoint said the five doctors working there had fled three days ago. It was not clear how the deaths of the victims had occurred.

Five bloated bodies lay on trolleys at the entrance to the emergency department. They appeared to be pro-Gaddafi fighters. Two of them were dark-skinned, possibly among the thousands of sub-Saharan Africans who were drafted in to fight for Gaddafi.

Twenty-five bodies lay in the garden, wrapped in rugs and sprinkled with lime in a vain attempt to keep down the smell. Surgical masks and gloves were scattered on the ground. Ambulances were still parked in front of the hospital.

Amnesty International said on Friday it had evidence pro-Gaddafi forces had killed several prisoners in two camps in Tripoli since the battle for the capital erupted a week ago.

A Reuters correspondent counted 30 bullet-riddled bodies, apparently of pro-Gaddafi fighters, in central Tripoli on Thursday. At least two had their hands bound.

The NTC, which has warned its fighters not to carry out revenge killings, says it will merge its disparate forces in the capital under one command to streamline operations.

The rebel council is pressing foreign powers to release Libyan funds frozen abroad to help it restore security, provide services and revive the economy after six months of conflict.

The United States and South Africa struck a deal on Thursday to allow the release of $1.5 billion in frozen Libya funds for humanitarian aid and other civilian needs.

But Gaddafi's long-time allies in Africa, beneficiaries of his oil-fueled largesse and sympathizers with a foreign policy he called anti-colonial, offered him a grain of comfort and irked the rebels on Friday by refusing to follow Arab and Western powers in recognizing the NTC as the legal government.

Combined with the reluctance of major powers like China, Russia and Brazil, to see Europeans and Americans dominate a nation with Africa's biggest oil reserves, the African Union's resistance may slow the pace at which funds are released.

While many African states have recognized the NTC, the AU would not do so as long as fighting continued, South African President Jacob Zuma, a vocal advocate for Gaddafi, said after a meeting in Addis Ababa at which the AU called for all sides in the conflict to negotiate peace and work for democracy.

Many Libyans are eager to seal the victory of a popular uprising that was inspired by those in neighboring Egypt and Tunisia by seeing the deposed leader dead or behind bars.

"Gaddafi is the biggest criminal and dictator and we hope we will find him before the end of Ramadan," said Milad Abu Aisha, 60, after prayers at a Tripoli mosque on the last Friday before the Muslim fasting month ends early next week.

Magnitude 5.8 earthquake hits Virginia

Region's largest tremor in recent history hit northwest of Richmond

The seismically sleepy mid-Atlantic states were struck by a magnitude 5.8 earthquake on August 23. At 1:51 p.m. EDT on Tuesday an earthquake struck Virginia, 135 kilometers southwest of Washington, D.C. It?s among the largest temblors to strike the state in recorded history.

The quake?s epicenter was located in central Virginia about 61 kilometers northwest of Richmond, at a preliminary estimated depth of 6 kilometers. Reports of the quake were posted on the U.S. Geological Survey?s Did You Feel It? website from as far away as Ohio and New York. That?s not unusual for earthquakes on the East Coast, which are commonly felt over a wide area.

?An event of the same size is felt over a much larger area in the East, compared to the West,? says Charles Ammon, an earthquake seismologist at Pennsylvania State University in University Park.

Vibrations from an 1897 temblor centered on Virginia?s Giles County, magnitude 5.9, reached Georgia and Pennsylvania and as far westward as Kentucky and Indiana. Chimneys crumbled and visible fissures appeared during this event.

On Tuesday, buildings rattled and lights flickered as people took to the streets in the nation?s capital. Both the U.S. Capitol Building and the Pentagon were evacuated, the Associated Press reported ? as was the building that houses the USGS Earthquake Hazards Program in Reston, Va. While it?s unclear if the city?s buildings suffered much structural damage from the quake, three pinnacles did snap off the central tower of the Washington National Cathedral, says Richard Weinberg, media spokesperson. Stone masons and engineers are assessing the full extent of the damage.

Earthquakes in the mid-Atlantic tend to be small ? like last year?s magnitude 3.6 temblor beneath Germantown, Md. The East Coast lacks the active fault systems created by colliding continental plates characteristic of California and the West Coast. The crust that underlies the mid-Atlantic region tends to be older, cooler and more stable. The recent quake likely started on a previously unknown fault that has been dormant for a long time in the middle of the Central Virginia Seismic Zone.

The East Coast isn?t entirely immune to big ones, though. In 1886 an earthquake registering between magnitude 6.6 and 7.3 hit Charleston, S.C., damaging an estimated 2,000 buildings and killing dozens of people.

A small magnitude 2.8 aftershock gently rocked Virginia again at 2:46 p.m. Rumors, spread in some initial news reports about the event, that this latest earthquake is a foreshock coming before a larger event are just speculation.

?There?s no scientific method that could identify a foreshock,? says Ammon.

NEW YORK (AP) ? Dominique Strauss-Kahn, his wife by his side, walked to a Manhattan courtroom through shouting protesters carrying signs that read: "Put the rapist on trial ? not the victim."

Just hours later, the French diplomat was a free man ? his attempted rape case formally dismissed.

The former International Monetary Fund leader can leave the United States after he's handed back his passport ? which could happen as soon as Wednesday ? but he will return to France to face an uncertain future that includes another investigation into an alleged sexual assault.

"I can't wait to get back to my country, but there are some things I have to do first," he said in French outside the posh Tribeca town home where he was kept under house arrest.

The New York case was dismissed Tuesday after prosecutors said they no longer trusted the hotel maid who accused him of attacking her in his luxury suite on May 14. Though evidence showed Strauss-Kahn had a sexual encounter with Nafissatou Diallo, prosecutors said the accuser was not credible because of lies she has told, including an earlier false rape claim.

But an investigation continues in France into claims by novelist Tristane Banon, who said Strauss-Kahn tried to rape her in 2002. She recently filed a new criminal complaint. Strauss-Kahn's lawyers have called her account "imaginary."

And in New York, Strauss-Kahn still faces a lawsuit Diallo filed against him. Her attorneys said they would aggressively litigate the civil case ? but it could take two years before it gets to trial.

Strauss-Kahn may also take legal action of his own against Diallo, said one of his lawyers, Benjamin Brafman. He could file his own claims to counter Diallo's lawsuit, "and that's certainly a consideration," Brafman told The Associated Press in an interview. "Because she did lie, and he has suffered enormous damages as a result of those lies."

The case drew global attention and left both the accuser and the accused ? a one-time contender for the French presidency ? with tattered reputations.

While Diallo's account of the encounter has been recounted in interviews, her lawsuit and the now-defunct prosecution, Strauss-Kahn doesn't want to detail his version of what happened at the luxurious hotel, Brafman said.

"What happened in that room, so long as we have now confirmed that it wasn't criminal, is really not something that needs to be discussed publicly," he said.

Strauss-Kahn appeared resolute at the hearing. He smiled and shook hands with his biographer as his wife, journalist Anne Sinclair, sat nearby. The couple left court without speaking to reporters, but Strauss-Kahn later issued a statement describing the case as "a nightmare for me and my family."

"I want to thank all the friends in France and in the United States who have believed in my innocence, and to the thousands of people who sent us their support personally and in writing," the statement said. "I am most deeply grateful to my wife and family who have gone through this ordeal with me."

Diallo, 33, claimed that the 62-year-old diplomat chased her down, grabbed her crotch and forced her to perform oral sex when she arrived to clean his suite.

He was charged with a criminal sex act, attempted rape and sexual abuse, and was jailed for nearly a week before being released on $1 million bail under pricey house arrest.

DNA evidence showed Strauss-Kahn's semen on Diallo's work clothes, and prosecutors on Monday revealed additional details that led them to believe a sexual encounter occurred.

Strauss-Kahn's attorneys contended it wasn't forced.

"At the very first appearance ... I said in open court that this was not a forcible encounter," Brafman said outside court. "You can engage in inappropriate behavior, perhaps, but that is much different than a crime. And this case was treated as a crime ? when it was not."

When prosecutors brought charges, they said their evidence was strong and Diallo was credible. But in July they said she had told them a series of troubling falsehoods, including a phony account of having been gang-raped in her native Guinea. She told interviewers she was raped in her homeland under other circumstances and embellished the account to enhance her 2003 application for political asylum.

Like many sexual assault cases, in which the accused and the accuser are often the only witnesses, the Strauss-Kahn case hinged heavily on the maid's believability. Prosecutors said Monday they uncovered further information that made it impossible to continue their investigation.

"Our inability to believe the complainant beyond a reasonable doubt means, in good faith, that we could not ask a jury to do that," Assistant District Attorney Joan Illuzzi-Orbon said in formally recommending the case be dismissed.

She added that prosecutors' decision to drop the case "does not mean that we, in any way, condone the defendant's behavior."

Diallo maintains that Strauss-Kahn attacked her, and that she initially lied about the asylum application because she feared what would happen if she had told the truth. Diallo came forward in a series of interviews with media after it became clear prosecutors were losing faith in her credibility. The Associated Press does not usually name people who say they are victims of sexual assault unless they come forward publicly, as Diallo and Banon have done.

Diallo did not attend the hearing. Her attorney Kenneth Thompson said outside court that prosecutors abandoned his client.

"No man, no matter how much power, money and influence he has, has a right to sexually assault a woman," Thompson said. "We are disappointed that District Attorney Vance apparently does not believe in equal justice under the law and has denied an innocent woman a day in court."

State Supreme Court Justice Michael Obus said he would dismiss the case, but there was one more legal twist to get through: He first wanted an appeals court to hear a request from Diallo's attorneys to keep the case alive by appointing a special prosecutor. They had argued Vance was biased. The criminal case ended about two hours later, when the higher court agreed with Obus that there was no legal basis for removing the district attorney.

?Security authorities must confront any security problems in the country and this is the state?s duty,? he stressed.

Assad?s television appearance is the first since June 20, and only his fourth since the start of pro-democracy demonstrations in mid-March.

More than 2,000 people have been killed in the crackdown against protesters, activists and U.N. figures show.

The Syrian regime insists the violence is the work of ?armed terrorist gangs? backed by Islamists and foreign agitators.

?We have started to register some success on the security front and can say that the situation is now more reassuring,? he said. ?A political solution cannot be put in place if security is not preserved.?

He said local elections would be held in December, to be followed by parliamentary polls in February after a new law on political parties comes into effect this week.

He also ruled out bowing to Western demands.

U.S. President Barack Obama called on Thursday for Assad to stand down, a demand quickly echoed by the leaders of Britain, France and Germany and Spain.

?Article 8 (of the constitution) is the core of the political system, and it wouldn?t be rational to amend only a certain article as tackling any article would require the tackling of the other articles, that?s why we must revise the constitution as a whole,? said Assad of Article 8, which stipulates that the Baath party is the sole ?leader of state and society,? giving it a monopoly on power.

?They tried to undermine Syria?s sovereignty following the (2005) assassination of (Lebanon?s former premier Rafik) Hariri, but they failed,? Assad noted.

?We enjoy self-sufficiency and the economic situation has improved and any embargo on Syria will be an embargo on all the countries of the region due to its geographic location, that?s why we will not be hit by hunger and we won?t worry because the alternatives are available and the international arena is not locked,? he added.
